Derogatory/racial remarks in the workplace

I have filed an official complaint against my co-workers/Director who have made racial remarks concerning my asian ethinicity to the agency's EEO.

I had requested future diversity training program for all the employees of the agency as this type of remarks/behaviors are blatant and continuous however, the EEO officer stated that under Title 7, this type of training is not mandated and due to budget restraints, impossible.

Is this a legitimate enough answer when unprofessional bahaviors are always making a way into my work environment?

I don't care what their budget is; they have a duty to provide you with an harassment free work place, not a hostile work environment. See a lawyer NOW.
