can an employer force an employee to transfer from one location to another within the same company

Yes and as long as it is not for an illegal reason. For example, an employer may want to terminate an employee because she complained of sexual harassment by transferring her from New York City to a city south of Trenton, NJ. She then may be forced to resign because of the economic hardship of increased transportation (public or private) cost and time in transit.
