Legal Question in Employment Law in New York

Harrasment?

A co-worker of mine has taken it upon himself to watch me and to time my every movement. I should also tell you I am female and in my fifties. He seems to always be around when I look up and pulls his wrist up and stares at his watch.He has even reported these actions to another coworker. I find this very uncomfortable and its now interfereing with my quality of work. I can report this, however they will just dismiss it and sweep it under the carpet and its not worth the effort. However, I would like to know what my legal rights are in the event I wish to go further legally. This man also has a history of causing numerous problems in the work environment..
