Legal Question in Employment Law in New York

Hello, I was laid off on June 30th. A month after I received a job offer to return and since Im 8 months pregnant they offered me to return six weeks after I have the baby and pay for the six weeks maternity leave. However, the agency has a history of delayed payroll and other irregularities for which I wanted to take the opportunity and look for a better job with another agency. Would refusing their job offer under the basis of consistanly delayed payroll affect my unemployment benefits?

This is a complicated issue and there may be more going on here than initially meets the eye. The unemployment office may very well deny you benefits if you claim you turned down an offer of employment.
