Is it legal to hold an employees vacation time until the following january of your 1 year anniversary if you are entitled to a vacation after 1 year?

Your question is not entirely clear. In any case, vacation time is not a mandated benefit. Your employer may provide vacation benefits or not at its discretion. If your employer's vacation policy awards you time off after you work one year with the employer, then your employer is within its rights to hold back the benefit until you have completed one year of employment.
