Counterclaim

I live in New York State. I previous landlord has sued me for damages to her apartment. She still has almost all my items, since she changed the locks on me. How long do I have to counter sue her?

It is illegal for a landlord to lock you out unless you have lawfully been evicted by the Sheriff.

If the landlord has wrongfully withheld your property, call local law enforcement and tell them. You can then sue your landlord for conversion of your property for a year from the date it was converted.
