Legal Question in Landlord & Tenant Law in New York

I am dealing with a cooperative where the Board of Directors and the Property Manager has and is misappropriated funds. The copperative owes $800k (property taxes and water/sewage). There are 115 outstanding voilations and a host of sanition bills as well. I am a low income person who is seeking pro bono legal services to help save my shares. I contacted UHAB and HPD regarding my concerns but they express no concerns regading these matter. There are no meetings regarding the building status nor are there financial reports shared with the shareholders. Can I seek free legal services for this matter? LSC/NY state they can not handle case of this magnitude.
