Legal Question in Landlord & Tenant Law in New York

HUD Apartment Section 8 Complex

The landlord will request the tenant to REPORT the income, and composition of the tenant household required by HUD for the puropse of determining the tenant rent. My landlord has me in count stating that I did NOT meet the terms in this agreement their words ''not meeting in person'' with a site manager for I did provide all necessary information for the recertification to their offices by certified mail, and yes I have the receipt signed off received by the management company well within the alloted time needed to meet the qualifications. What are my legal rights, and grounds based on these facts, and should I continue with this case being that I did give my management company the necessary information to provide me with a new lease.

The question of should you continue depends wholly on you, it seems like a situation where the landlord may be attempting to change the structure of the buildings tenants, and trying to get people out... this happens very often so that the landlord may be able to rent to higher paying tenants...
