Legal Question in Landlord & Tenant Law in New York

Is it legal to have a landlord evict a tenant without a court order and only give her three weeks to vacate the premises? She pays rent on time and in cash per the landlords request who does not provide a receipt for any of these payments. Also the lease is in verbal format.
