What makes an apartment illegal? Does it have to have smoke detectors and can their electrical box be in my living room?

Most times, what makes an apartment illegal is that there are 3 families residing in a 2 family home in violation of the multiple dwelling law. In circumstances such as this where the landlord is violating the certificate of occupancy, the landlord can not collect rent.
