Legal Question in Landlord & Tenant Law in New York

Hi, my mother is elderly, disabled and living in an apartment in my sisters home. My sister has developed some mental problems and has been quite abusive to my mom. My sister is now trying to evict my mother. I live in another state, but I feel very stressed and terrible. My sister is now telling my mother she has one month to get out of the apartment. Im thinking this cant be legal. What will happen, if my sister serves my mother with papers to begin an eviction? What is the process? Also would you possibly know of any type of legal service that would aid an elderly person on limited income, if only with some advice over the phone? Thank you so much. I really do appreciate this service.
