Legal Question in Landlord & Tenant Law in New York

Okay I have a question my friend was renting a room for $575 a month lived there all but a whole 13 days payed his rent in full on the 1st on the day he moved in to come home one day on the 13th of this month to find the house padlocked by building inspectors come to find out the place was an illeagal rooming house it was only ment to be a family home and the landlord instead had 6 other guys occupying the place and the rooms charging them each rent now the landlord only gave my friend back $300 of his rent saying he lived there for 13 days so hes not obligated to give him the rest of the money back ...we all live in westchester county what should my friend do and can he get all his money back?

Generally, since he entered into an illegal agreement he has no rights under the law.
