Legal Question in Legal Ethics in New York

I was awarded an $80,000 Judgment in November of 2006 in New York. My attorney petition the courts to enforce the sale of the defendants home to satisfy Judgment. It has been over a year since the Judgment has been awarded.When I contacted my attorney to follow up on the status of case he tells me that he is waiting for the judges decision. Do judges have timelines when making rulings/and or decisions?? The lawsuit was filed March of 2005 and since then some peculiar situations been happening. For instance; the defendent cause delay by manipulating the justice system receiving approx. 11 adjournments although she was in default many times. Another situation the court clerks lost documents sent by my attorney and did not record decisions in the court system in a timely prompt manner. I feel my rights were being violated due to the unreasonably delays and was not resolved in a timely prompt manner. It appears that my attorney is also neglecting my case. When I have questions and concerns he doesnt return my calls or he is rude. I was awarded judgment, the defendant defaulted, she has a home with plenty of equity to collect the judgment. I don't understand the delay, it shouldn't take a judge over a year to make a decision .

A. 60 days after motion is submitted to the Court.
