Tubal Ligation Complication

I Had a tubal ligation proformed after a planned c-section one of my fallopian tubes was removed because of bleeding during the procedure I was never notified of this and did not find out until I recieved a statement from my insurance company and then asked my ob at my 6 wk postpartum apt.Do I have a case or is it just codidered a complication of surgery.
