if while in jail you are assaulted by inmates and an xray reveals chipped bones can you be liable for any compesation?

Liability is responsibility for blameworthy conduct which can result in a judgment against you. I think you are seeking the monetary award here. One can make a State claim against a municipality or State for injuries suffered while incarcerated. Also, under certain circumstances, there are Federal Civil Rights claims that can be made.
