Traffic accident with fatalities

Where do I find, and to what extent, information regarding death of loved ones in traffic accident caused by someone else. I have no information on what was determined to be the reason for him to cause this accident, i.e. physical problem, etc. Thank you.

Normally, the only person with direct access to information regarding a deceased is the Executor or Administrator of the deceased's estate.
