I own a home in NYS as JTWROS ... can I transfer my portion to a third party without the consent of the other owner?

Yes, but it is no longer owned as joint tenancy with right of survivorship. It is now owned as tenants in common.

As joint tenant you own the whole not a portion as tenants in common. You can give away your portion but you take away the joint tenancy.
