The Fair Debt and Collection Practices Act states that if a party disputes and alleged debt, the debt collector must cease all collection activity until the debt is validated. Does the filing of a Lien constitute ''collection activity''?

No.
Filing of a lien is not done by a debt collection agency. It is filed by the individual that is owed the debt, pursuant to applicable NYS law.
