Legal Question in Real Estate Law in New York

Neighbor encroaching on property

My neighbor refuses to move his trailors. Office of Real Property services says they cannot help me. I have the maps, deeds, survay, and appraisors report that he is encroaching. If I sue him in court, what law do I sue him under. I will be going Pro Se.

can and does become quite complex and confounding, notwithstanding deeds/surveys/etc.
