Legal Question in Real Estate Law in New York

my neighbor has been paying taxes on vacant land (actually has three bedroom house and three stall garage) i turned it into assessor and he went from valueof 32,000 to 52,000. we have three bedroom house no garage and asessed at 95,000. this guy has been paying on the vacant land for greater than 15 years. any legal recourse??

No. You have no interest in this that is greater than any other citizen of the taxing district, and so lack standing. You might approach the media to see if their investigative reporters might want to look into how a house goes untaxes for so long. But you have no legal claim.
