3 sisters own a house. all are on the deed. house was fathers who is now deceased.one sister lives there. how are household bills to be paid? should sister in house be responsible for more of the bills?

Sister in house should be responsible for day to day bills such as electric, water, insurance, taxes, general maintenance. Capital improvements for the house should be equally divided between the sisters, such as a new roof, new door, new water heater, etc.
