Legal Question in Real Estate Law in New York

Refund of Escrow on R/E transactions.

My attorney refuses to turn over escrow funds he recd as down payment from my house buyer unless I pay his full legal fees.

I don't believe he is allowed to do that, although more information is needed to properly assess the situation.

You should be contacting the Richmond County Bar Association and requesting arbitration for the dispute of the legal fee. There are some forms to fill out and you will be able to mediate and/or arbitrate the claim.
