Legal Question in Real Estate Law in New York

Is a sanitation worker or city worker who gives out violation tickets allowed to come into my private property to check my garbage and recycling for any violations? I searched the manual in N.Y and it only tells you the laws for proper garbage and recycling containment. It doesn't mention anything about private property. Garbage and recycling pickup is on Monday's and Thursday's. I got a violation ticket on a Friday, and since Friday is not a pick up day, i never pulled out my garbage and recycling to the curb, so it can only mean that whoever issued the ticket came on to my private property.

He can give you a ticket for a violation if the trash is placed where it is intended for pick-up. In other words, he has no business on your property if that is not where it is normally picked-up.
