Legal Question in Real Estate Law in New York

In the State of New York if 4 siblings own a house and 1 has been living there for ten years and the other 3 do not live in the house can the one that lives in the house change the locks on the doors without giving the other 3 owners a key to the house?

Only if he/she is paying rent to the others for their share and all are paying their share of the repairs, taxes, utilities, etc.
