Legal Question in Sexual Harassment in New York

My girlfriend was pulled over, on a routine traffic stop. During the stop, she was asked by the officer for her phone number. Not wanting to seem advaserial,(and probably not wanting a ticket) she gave it to him, most likely not expecting him to call. But, now he is continuously calling her, as well as texting her. What should we do?

I have run across this before. She can (1) file a complaint with the police department; and/or (2) sue him for a civil rights violation.
