can an officer give out traffic tickets just if he was called to the scean of an accident, just by what someone else tells him a pedestrian

Can he give out a ticket, of course he can. Can he prove his case at trial... not based on what a third party told him. I recommend you contact an attorney (someone local to where the incident occurred) if you wish to contest the police officer's citation.
