Does the new york state vehicle & traffic law 1229c3 mean that an adult driver is not required to wear the harness along with the seat belt--name removed--In other words, is just the seat belt sufficient?

No because 1229c3a requires that if there is a harness that it be worn too.

Note that for unexplained reasons there are two 1229c3a provisions. It is a clerical error. It should be 1229c3a and b but it doesn't matter. A person over 4 must wear both the harness and belt where both are available.
