Administrator a foreigner

Can a foreign national and a sole heir to decedent's estate be a petitioner for letters of administration and be issued letters of administraiton? If so how many certificates of Letters should he be requesting and where in the petition document should he indicate the number of certificates?

No, a foreign national non-US resident may not be the sole petitioner for letters of administration. If the foreign national is a US resident, and specifically lives in NY, then they may be the sole petitioner. Otherwise, they must have a US citizen co-petitioner.
