Legal Question in Wills and Trusts in New York

dad lived in a 2 family house, dad now deceased. I'm dad oldest daughter also his

executrix. dad left me in the last will and testament, a entire 2nd floor apt free

of rent and maintenance. My other sibblings downstairs refuse to give me heat and

hot water. Being that I have a life estate in that apt upstairs am I entitle to

the heat and hot water ? What recourse do I have if they continue not to give me

heat and water?...Also can I put a meter on the 2nd floor cause sometimes my lights go out, and I can't or don't have access to the basement to turn the circuit breaker on. I'm in a bad way..but will continue to live in this house as my dad left me a life estate there. I'm 65yrs old and need some solid advice. The probate is over, stamped by the judge...the upstairs apt belongs to me, what rights do I have ??????

You are entitled to heat and hot water. You may need to pursue the matter in court. You can also call the Dept. of Health.
