Can a lawyer in New York State who drew up a will also be a witness to the will.

Yes. But he cannot be both a witness and the notary who does the self-proving acknowedgement.

A Lawyer can witness the will she prepares,

but she cannot be the notary (unless there are three witnesses), nor can she be a beneficiary, executor or trustee.
