Legal Question in Wills and Trusts in New York

My Father died intestate in the state of new york. We retained an attorney and I am the administor of his estate. My sister and I are in agreement to how the estate should be handled.We have a brother who has been estranged for 21 years who cannot be found and if he was, would be unco-operative.

How do I handle this? How can I continue with the closing of my father's estate. What do you recommend?
