Sibling will not sign waiver

I am executor. My sibling will not sign waiver. Can she be forced to sign and how much will a citation cost?

No one can be forced to sign a waiver! The cost of obtaining and serving a citation is small compared to the failure to do so. It is essential to the probate of the will.
