You don't have to sign the waiver. If you don't sign, your sister will have to serve you with a citation which means that a process server will attempt to serve you with notice personally. All of the expenses of serving you will be charged to the estate. Is there a reason that you don't want to sign the waiver? Perhaps you should consult with an attorney before you decide how to proceed.
