Legal Question in Wills and Trusts in New York

my sister left no will and my mother was made the administrator and executor. my sister had an IRA and we noticed that she listed my mother as a beneficiary for 50% and 10% to each of my 5 children for the other fifty percent. she has told me that she was advised to role it over into hers and leave that in her will to them. can she do that? i thought beneficiaries were required to receive what was left to them. thank you.

She can try to roll it into her IRA . It will depend upon the amount she is permitted to deposit and rules of the IRA.
