Legal Question in Immigration Law in New Zealand (Aotearoa)

I am a citizen of Ireland and usa only and dont care either way if I get citizenship or residency with New Zealand. I however want to start a world wide recruitment agency to recruite nurses and computer workers from all over the world. I need to know in order to bring someone from another place around the world and get them a work permit and be there employer as an agency do I have to have citizenship or residency with New Zealand? If I dont then do I need citizenship or residency to open a buisness as an agency and bring people in on work permits from other parts of the world? I want to hear from immigration attorneys who can file for a buisness or person wanting to go work thru a specific company in New Zealand.

To operate a business in New Zealand you must have at least a Long Term Business Visa, or Residence or Citizenship.

A further issue is that you cannot assist people with work permits etc. unless you are licensed as an immigration adviser. This is not possible without prior immigration experience which presumably you do not have.
