Legal Question in Bankruptcy in North Carolina

The bank wont give me my title after I paid the vehicle off

In 2003 I declared chapter 7 bankruptcy. This bank that holds my car loan , I had other accounts that fell in the bankruptcy. In the filing I kept the car and reassumed the loan. Now 3 yrs later I have finished paying off the car and teh bank says they will not release the title until I take care of the charge offs. Can they do this?? If not what should my next move be?
