If some gives u a cellphone & say as long as u keep yoir part of the bill payed & they then they want top take it back do u have too

I assume that what you are asking is whether you have to give a phone back if the person who allowed you to use the phone no longer wants to let you do so. The answer is it depends.

Whose name is the cell phone account under?

The person whose name is on the cell phone account is financially responsible. If you decide to make a bunch of calls and then quit paying, they are on thehook and their credit is affected. They are under NO obligation to let you keep using the phone even if you are 100% responsible.

Get your own cell phone and pay your own bill. There are numerous ways around the phone companies requiring huget deposits - you can get pre-paid cell phones for example or look on the internet - maybe someone wants out of a contract and is selling their phone cheap. You get the phone and can get cards/chips that you put in.
