Can US Gov be sued over crimes of illegal aliens?

A couple here was beaten and the wife raped by 4 illegals from Mexico. As the USG and the President egregiously refuse to close the border with Mexico, is not the USG responsible for 1) these aliens being in the country, and 2) the subsequent commission of the crime? Are not the USG collectively and the President personally directly responsible for this crime through their wilful negligence and therefore criminally liable?

No. The people who are responsible are the ones who committed the crime.
