Is there a garnishment law here in NC. I don't have a clue?

Yes and no. It depends on what the garnishment is for. If for something like a regular civil judgment for money or a credit card debt, no. If it is for child support, tax debt (either federal or state), student loan debt, a debt owed to a state hospital or for amublance services, then yes.
