Legal Question in DUI Law in North Carolina

i have a FTA DWI ic NC in 2001. tried to follow all procedures 30 days susp consulted a lawyer. was in process ofmoving to Fl and informed lawyer that I would return whenever he needed went to court on one occ and lawyer was on vacation , continued. Then I lost everything in 2004 hurricanes and homeless for 2 years. Then a cornea problem rendered me legally blind. Experimental surgery after 5 others gave sight back. Now i have a reason for license. is it possible that a DA or Judge may have some pity?
