Statue Of Limitations

Is there a Law pertaining to Drunk Driving or DUI charges that would be over 7 years old. Only charged and never appeared. Would this now be dismissed and if so would this person be faced with Failure To Appear Charges

There is no statue of limitations in this situation in NC, but there is a statue and cases requiring the state to allow you trials, which would be difficult for the state.
