Who has the final say when biological mom signs an authorization stating the medical office can share information with child's step dad and thereafter the biological dad tells the same office not to share information with the stepdad?

Usually who ever has the higher degree of custody and if that fails - the Court. However, you'd have to have an incredibly compelling reason to stand tall before the man and request that a child's medical information not be shared with a step-father and not end up looking like the biggest jerk in the universe.
