In North Carolina, can a parent sign over their rights and still be expected to pay child support?

You don't get to just unilaterally 'sign over' your parental rights. On parent would be to bring the action to terminate and the other would need to consent to having their rights terminated. If parental rights are terminated, that person is no longer obligated to pay child support - so if the other parent still expects to receive child support, they are most likely in for a surprise.
