Legal Question in Family Law in North Carolina

My step daughter (18) and her 2 year old son (who live in NC ) have agreed to move in with us her dad and our family in SC. She has an open DSS case in NC does she need their permission to move? She has custody of her son, the childs father is not in the picture or listed on the birth certificate, they have been living in a mission for the past several months. We want to get them out of the bad situation quickly.

Getting away from DSS is always a good idea. Unless she has been Court Ordered not to leave I don't see any reason why she can't.
