faternity officers knew quests were under age for alcohol but still aloowed them to drink and leave drunk in which they had an accident and had serious injuries are they at fault and why?

The facts of this scenario are not clear. Based on the question as presented, it would appear that the fraternity officers may have been negligent in allowing under-age persons to drink alcohol and drive.
