Legal Question in Civil Litigation in North Carolina

Is it ethical for an attorney to charge a fee for answering an email request for his services regarding a matter? I was charged $168 for sending an email asking my attorney if I could meet with him to discuss a suit brought against me. He just referred me to another of his associates. Doubt that my email took more than 5 minutes of his time.
