Legal Question in Civil Litigation in North Carolina

My father is getting a bill from a credit card that has his name on it but he never signed up for it. My mom added him to it and she has passed away. Is he liable for the remaining balance?

If he is an authorized user that had a card but did not sign up for it...he should not be liable.
