How do I file a complaint against a business for not performing services correctly?

I am not sure what you are asking. How to file a legal complaint? Does NC have jurisdiction and is the business in NC? If the answer is yes, then sue in small claims if your damages are less than $5,000. If you are over $5,000, there are some very simple forms codified in the NC Rules of Civil Procedure at:

Your first step is tp try sending the business a letter. Explain the problem and ask for a solution within a reasonable period of time. If there is no answer or an unsatisfactory anser, then you can sue.
