Legal Question in Civil Litigation in North Carolina

When we moved to our house we thought we were on town sewer as it appeared on our bill. Almost after two years of paying a plumber told us that we had a septic tank. We called the town that came out and confirmed that we were indeed not on town sewer. I e-mailed them to have them explain why we were still paying when we weren't receiving any services the answer was:

Your residence was part of a larger sewer assessed area by the Town of Southern Pines in the late 70s and early 80s. The Town installed sewer lines in different areas of Town and assessed each affected property owner for this installation. Many residents tied on to Town sewer at that time but those who decided not to could continue to use their existing septic system but after 10 years the Town would begin charging monthly for Town sewer use whether the property owner tied on or not.

Because your property was assessed and a tap was not originally installed, the Town installed a sewer tap for your residence last year at no cost.

I feel like I am being robbed every month. Is there anything that can be done?

That is a political issue. Contact the town's elected leaders and complain about it.
