small claim againist school teacher

Can I file a small claim againist a school teacher who confiscated a PSP from my child and did not inform me? Another student admitted to taking the PSP but left it on a radiator. Now the PSP is missing.

No, that kind of claim is not proper in small claims court. Small claims court is generally for claims involving money owed, e.g. breach of contract, non-payment of rent, etc.
